Teacher Recruitment – Can We Help?

The following circular (C 0031/2011) was issued to the Managerial Authorities of Recognised Primary, Secondary, Community and Comprehensive Schools and the Chief Executive Officers of Vocational Education Committees last week, regarding teacher recruitment.

It reads:

Education

The Minister for Education and Skills directs you to implement the regulations and procedures regarding the employment of qualified registered teachers in approved teaching posts funded by monies provided by the Oireachtas.

This circular is issued in exercise by the Minister of his powers under section 24 of the Education Act 1998.

The purpose of this circular is to ensure, as far as practicable, that people appointed to teach are registered teachers with qualifications appropriate to the sector and suitable to the post for which they are employed and that unemployed teachers are offered employment in preference to those who have retired.

It is applicable to all appointments made on or after 1 September 2011. This circular supersedes all previous circulars, memoranda, rules and regulations in relation to this area, including Circular 40/2010. Please ensure that copies of this circular are provided to all members of the Board of Management/Vocational Education Committee and its contents are brought to the attention of all people employed in teaching posts in your employment, including those on leave of absence.

In any case where there is doubt, substitute teachers are required to provide the necessary evidence for verification and suitability checking and should have immediately, to hand, the following:-
(1) A copy of their teaching qualification certificate etc.
(2) Photo identification (e.g. driving licence or passport.)
(3) PPS Number.
(4) Contact details of all relevant recent employers for independent reference checking.

Clancy Construction Win Moyross Regeneration Contract

Clancy Construction Thurles Co Tipperary.

The Minister of State, for the Department of the Environment, Community and Local Government, (With responsibility for Housing and Planning,) Mr Willie Penrose,  yesterday announced that building will start next month on 33 apartments and houses in the Moyross area of County Limerick, as part of the city’s promised massive regeneration project.

This will be the first project in the planned overall €330million Moyross Regeneration project.

This new, starting development will consist of a mix of 20 one-bedroom and two-bedroom apartments, designed to accommodate senior citizens, together with a further 13 family units, which will be built at Cliona Park, in Moyross.

The signing of the €5.5 million contract to commence this work was completed yesterday between the regeneration team and successful local building company Clancy Construction here in Thurles, Co Tipperary.

Clancy Construction has been in construction and development since the 1940s. Originally a traditional family business, the company has grown to employs in excess of 250 full-time employees and specialise in developing large scale projects nationwide. The company has vast experience in commercial, public sector, and residential development, and are renowned for their exceptional attention to detail and the quality of their workmanship.

Mr Penrose stated that the present Government were fully committed to completing this project and funding for further building would remain a priority, despite a comprehensive spending review being currently undertaken across all government departments.

Clancy Construction are expected to begin work on this development next month.

Cordis Johnson & Johnson Close Cashel Plant

Bad news on the jobs front for Tipperary, with the Johnson & Johnson manufacturing plant at Cahir Road, Cashel, announcing the loss of 133 employees, through plant closure. The jobs of a further 90 part-time contract workers are also affected.

Staff were informed of the Companie’s plans at a meeting held just today.

The decision comes following the Cordis Corporation, a Johnson & Johnson company, deciding it would now stop manufacturing its Cypher Drug Coated Heart Stents, by the end of 2011, and also to end their development of a new model.

Mr David Kinahan, General Manager, stated that the decision taken by the company was in no way a reflection on the dedication and hard work of everyone employed at their Cashel plant.

Spokesman for Johnson & Johnson, Mr Bryan Mohally, stated that the company remained committed to Ireland, promising to explore alternatives for the Cashel site and also to make every effort to help those who may be affected by these job losses, in terms of redeployment within the Johnson & Johnson family of companies.

It is understood that this Cordis Corporation closure is part of a restructuring plan, that will cut up to 1,000 jobs worldwide, with similar closures planned at factories, in Puerto Rico, and San German.

The company is understood to have lost trading ground to Abbott Laboratories and Boston Scientific in the estimated $4 billion annual global market for heart stents.

Tipperary Tourism Stand At Olympia London

The British market is by far the most important source market for visitors to the island of Ireland, accounting for over 3.5 million or over half of all International visitors to Ireland. The market profile of British visitors to the Shannon Region, shows that the ‘Over 50’s,’ market is one of the most important segments of visitor trading.

As part of the Shannon Region’s overseas marketing strategy this year, Shannon Development is actively targeting this market segment in Great Britain. Shannon Development will take a stand at the ‘Over 50’s Show,’ taking place at the Olympia London, 15th and 16th July next. They will have a stand over the course of the two days at this show, which attracts over 10,000 visitors. They will also be targeting visitors to the show with a Seniors supplement and also with a bespoke brochure, featuring heavily discounted offers from participating trade partners.

By the way; If you do not pay €150 you are not included on the “bespoke brochure / flier.”

This is as good as ‘Shannon Development,’ gets as far as Tipperary, east of the Shannon is concerned, perhaps this development group should be renamed, maybe ‘Shannon Self Development.’

A message now for my critics, please consider the following CASE STUDY:

Tralee Co. Kerry, fully developed as a tourist attraction, can easily afford to send a trade partner for €150 and easily cover that trade partners costs for hotel, food, flights and transport while in London. Millions of Euros in tourist promotion has been correctly spent here.

Thurles, Co. Tipperary, never developed as a tourist attraction, cannot easily afford to send a trade partner for €150 and cannot easily cover that trade partners costs for hotel, food, flights and transport while in London. By comparison, no Euros spent east of the Shannon River in tourist promotions, what a shame, what deceit. Perhaps Shannon Tourism would like to comment and disclose funding spent east of the Shannon, by comparison of course with the west bank.

Recently an application for funding of €4,000, to provide an up-to date website (Click Here.) for Co. Tipperary, was refused by Shannon Development. While they saw much merit in the proposed project, funding was refused on the grounds of (You guessed.) ” No Funding.”  The aim of the website was to provide state of the art High Definition Video (Latter with ‘free to use,‘ embedding code, which would be of huge advantage to other communities in Tipperary) together with appropriate text, and aimed at identifying, for the first time, our numerous, little-known attractions in the whole county of Tipperary. Behind this project was a group of top IT, Photographic, Media and Script professionals, all working free of charge and together, for the common good of tourism in the county. (All thanks to a small dedicated, patriotic group, with no hidden agenda, I may add.)

I am happy to announce (I sound like a TD.) that despite no financial assistance being received from any “Development Organisation,” this website is now up and running. While currently in it’s infancy, and as yet not properly structured, over the coming weeks, this site will deliver large amounts of new and exciting information to the ‘world and his mother,’ and hopefully attract at least a small amount of tourism to this beautiful, historic, welcoming, yet unknown county.

Perhaps the tourism guide book titled “Ireland : A Rough Guide,” when ‘travelling the internet,’ will find something worthy of writing about and now stop writing drivel like:- “Thurles is of very little interest in itself.” “Having seen the Rock of Cashel, most people head out of Tipperary for the west, and frankly this isn’t a bad idea – the north of the county (Tipperary) has little to distract you.” “Templemore is even less interesting than Thurles.

Meanwhile Dublin Museums, at the gateway to Ireland, will continue to reinforce their local economies at rural Irelands’ and, in particular, Tipperary’s expense.

I ask all my recent critics the following question; “When a visitor calls to your home, do you ask them to wait at your gate or do you invite them into your home ?”  Those given responsible for Irish Tourism in Ireland, are now asking our visitors to ‘wait at the gate.’

Further Recruitment At Templemore Garda College

Local Deputy Noel Coonan has moved to alleviate concerns regarding future recruitment at Templemore Garda College. saying that, as the local Government TD, he is in constant contact with Justice Minister Alan Shatter who has been made “fully aware” of serious local concerns regarding gardaí recruitment to the college.

The local Fine Gael TD said that while the last 126 gardaí graduate from Templemore this Thursday, there are exciting new proposals for the Garda College, in the short term, which will ensure the college stays alive and vibrant.

It was the previous Government who signed the EU/IMF bailout which included a commitment to cut garda numbers by 1,000 this year with further reductions signed for next year. With this in mind, management at the Garda College put in place intensive in-service training programmes that will lead to 30,000 bed nights in the college this year and 50,000 next year. Only last month, Minister of State with special responsibility for the Office of Public Works (OPW) Brian Hayes also visited the Garda College, where he outlined the Government’s strong commitment to the establishment.
We discussed the facility’s future with Superintendent Pat McCabe and Inspector Ray Mulderrig and it was agreed that the Fine Gael-led Government is confidently advancing plans for An Garda Siochana’s tactical training unit in Clonmore, Templemore with foundations for a ‘skills building,’ expected to be completed during this Summer.” stated Deputy Coonan.

Deputy Coonan also stated there are other proposals being actively pursued that he hopes will come to fruition and it’s not all “doom and gloom,” for the college as portrayed in the national media.
There is an opinion out there that the college is dying because student recruitment has halted, but there are discussions ongoing in the background that will ensure the continued survival of the establishment, which is crucial to the Templemore economy. I will be doing all in my power to ensure recruits and local employment are restored as soon as possible.” concluded Deputy Coonan.
