Details Of Extra Funding For DSGBV Service Providers Announced.

* Extra supports to address cost pressures and meet geographic demands.
* Some €6.8m for Tusla to address acute service demands.

The Minister for Justice, Mrs Helen McEntee TD, has announced details of additional funding for domestic, sexual and gender-based violence (DSGBV) services for 2023. 

Much of the additional €6.8m is being made available through a targeted call to established DSGBV service providers already funded through Tusla.

Minister McEntee said, “This amount of additional funding being provided to domestic, sexual and gender based violence services for 2023 is unprecedented. 
Under Budget 2023 I secured an additional €9m for combatting DSGBV, which represents a 22pc increase. It is my intention that every person who needs a refuge space will have access to one, and this extra €6.8m for Tusla will be used to maintain existing services, to address existing acute demand, and for the enhancement and development of new services.
This record level of funding will also support the implementation of Zero Tolerance, our Third National Strategy on DSGBV, which I launched in late June.”

The additional allocation includes a 6pc increase to all domestic and sexual violence services funded by Tusla to address rising cost pressures, amounting to a total of approximately €1.75m. 

Tusla-funded DSGBV organisations will be invited to submit requirements or proposals for additional funding in a number of areas including:

  • €2.3m available to domestic violence services to address acute sustainability and service demand pressures, to support organisations to provide greater coverage in rural areas and for children’s support services.
  • €900,000 available for sexual violence services to meet the needs of younger people and to address geographical gaps in provision.

Approximately €1.1m for safe accommodation will be focused on the priority locations identified under the Third National Strategy.

Minister McEntee added, “In general terms the funding announced today will increase the ability of organisations on the frontline to support victims, which is especially important given the rise in those seeking help.
This Includes additional funding which is being made available through a targeted call to established DSGBV service providers already funded through Tusla.
There is an emphasis on supporting projects to address geographic need, for those with additional vulnerabilities or complex needs, and for supports for young people who have experienced sexual violence.
Tusla will contact the relevant organisations directly with details of how to apply.”

In total, Tusla has been allocated €37m for funding DSGBV services in 2023 which includes the additional €6.8m Minister McEntee was able to secure. Separate to the funding of DSGBV services, the Department of Justice has allocated €6.09m for other measures to tackle DSGBV, including through awareness raising campaigns and funding for perpetrator programmes, which are targeted intervention programmes to hold perpetrators to account and work to prevent future reoffending.

 The Department of Justice has allocated a further €5.8m to promote and assist the development of specific support services for victims of crime within the criminal justice system, including victims of domestic and sexual crime.

Death Of Paul Bourke, Thurles, Co. Tipperary.

It was with great sadness that we learned of the death today, Sunday 20th November 2022, of Mr Paul Bourke, Cleakile, The Ragg, Thurles, Co. Tipperary.

Mr Bourke sadly passed away while in the care of staff at Aut Evan and St. Luke’s Hospital, Kilkenny city, Co. Kilkenny.

His passing is most deeply regretted and sadly missed by his loving wife Eileen (nee O’Brien), daughter Kim, grandchildren Skye and Tyra, brother Kevin and his wife Bridget, niece Caoimhe, son-in-law Paddy, mother-in-law Anne, father-in-law John (Urlingford), aunts, sisters-in-law, brothers-in-law, extended relatives, neighbours and many friends.

Funeral Arrangements

The earthly remains of Mr Bourke will repose at Kennedy’s Funeral Home, Borrisland South, Borrisoleigh Thurles on Tuesday evening, from 5:30pm to 7:00pm.
Remains will arrive at the Church of St. Laurence O’Toole, Munroe, Bouladuff, Thurles on Wednesday morning, for Requiem Mass at 11:30am followed by interment in St. Michael’s Cemetery Bouladuff, Thurles, Co. Tipperary.

Tipperary Resident Dead Following Clonmel House Fire.

A man, aged in his 70s, has sadly lost his life following a house fire in South Co. Tipperary, early this morning.

Emergency services, incorporating fire fighters from Clonmel fire station; personnel from the National Ambulance Service, and Gardaí were called to a dwelling house on River Street, Clonmel, Co. Tipperary, shortly after 6.30am.

The elderly man, who is believed to be the occupant of the house, was pronounced dead at the scene, before his body was removed to Tipperary University Hospital.

A file will now be prepared for the county coroner.

Death Of Mary Ryan, Thurles, Co. Tipperary.

It was with great sadness that we learned of the death, yesterday Friday 18th November 2022, of Mrs Mary Ryan (née Carroll), Garrangrena, Borrisoleigh, Thurles, Co. Tipperary

Mrs Ryan, sadly, passed away unexpectedly.

Her passing is most deeply regretted by her loving husband Jack, sons Willie, Paddy, Sean, Anthony and Austin, daughter Mary, sister Kitty Shanahan, daughters in law Catherine, Julie, Margaret and Eileen, son-in-law John, grandchildren Marguerite, Anita, John, Liam, Caitriona, Sarah, Micheal, Jack, Luke and Niall, sisters-in-law, nephews, nieces, extended relatives neighbours and friends.

Requiem Mass will be celebrated on Monday morning at 11:00am, followed by interment in St. Brigid’s Cemetery, Borrisoleigh, Thurles, Co. Tipperary.

Hollyford Garda Shot In November, 96 Years Ago, Commemorated.

Garda Hugh Ward

A ceremony to commemorate the murder of Garda Hugh Ward, (Reg No: 5663), 96 years ago was held in Hollyford, Co. Tipperary, on Wednesday last November 16th, 2022. The event was organised by Tipperary Town Gardaí.

Garda Ward, born on February, 14th 1897, was a native of Cloughmacoo, Nobber, Co. Meath. He joined An Garda Síochána on February, 27th 1924. He served in the Volunteers (1918-1921) and did yeoman service up to the time of the Truce. He also served in the National Army (1921-1924), including the Military Police. He was unmarried and served in Co. Roscommon, Co. Cork and Co. Tipperary.

On 14th November, 1926, anti-Treaty IRA launched co-ordinated attacks on 12 Garda stations around Ireland. In all, on that day, two Gardaí were shot dead: Sgt James Fitzsimons (Reg No: 2566 – St Luke’s Station Cork) and Garda Hugh Ward, both veterans of the War of Independence.
Fitzsimons, like Ward, was also single and had served in the Irish Volunteers in the 3rd Northern Division.

Garda Ward was on duty at Hollyford, Station and having answered a knock on the front door of his Station, a raider raised his gun and seriously injured Ward. He would sadly die from his injuries just two days later, on 16th November, 1926, while in the care of staff at St. Vincent’s Hospital, Dublin.

Their cowardly killers were never identified.

Chief Supt. Colm O’Sullivan unveiled a special plaque and members of the Ward family laid a wreath honouring Garda Ward’s service.

Speakers at Wednesday’s event included Brendan Franklin (Supt. Tipperary Town), Dr. Des Marnane (local historian) and Una Crowe, latter daughter of Rody Crowe former Hollyford Company Adjutant.
Fr. Dan Woods P.P. blessed the gathering and Piper John Moloughney played the National Anthem.
