Traffic Calming Measures on N75 at Kickham Street, Thurles

Pursuant to the provisions of Section 38 of the Road Traffic Act, 1994, Tipperary County Council hereby gives notice of its intention to carry out traffic calming measures on the N75 at Kickham Street, Thurles.

The traffic calming measures will form part of a pavement improvement scheme which extends along the N75 at Kickham Street from the junction with Mitchell Street to the 100kph Gateway and the works will include the following;

Road re-surfacing for a distance of approximately 1200m.
Footpath improvement works at defined locations.
Improvements to existing surface water drainage to alleviate existing surface water drainage issues.
Traffic calming works (the subject of this notification) as detailed below.
Improved pedestrian facilities including installation of additional uncontrolled pedestrian crossings.
Provision of revised road signage and markings.

The following traffic calming works will be included as part of the pavement improvement scheme;

Narrowing of carriageway running lanes to 3.25m wide (10.66273ft) on the mainline N75 approaches to the Mill Road roundabout
Minor design change to existing layout of Mill Road roundabout
Minor realignment of a section of N75 mainline carriageway to facilitate roundabout improvements

Drawings and particulars of the proposals are available for inspection at the Thurles Municipal District Offices, Castle Avenue, Thurles, Townparks and may be inspected during normal office hours from Thursday, 16th November, 2023 to Monday, 18th December, 2023 inclusive (excluding weekends and bank holidays).

Submissions regarding the proposed traffic calming measures clearly marked “N75 at Kickham Street, Thurles – Section 38” may be made in writing to Marcus O’ Connor, Director of Services, Tipperary County Council, Civic Offices, Limerick Road, Nenagh, Co. Tipperary on or before 4:30 p.m. on 8th January, 2024.

Statutory Agency Dedicated To Tackling Domestic Abuse Passes Through Oireachtas.

A statutory agency under the remit of the Department of Justice and dedicated to tackling and reducing domestic; sexual; and gender-based violence (DSGBV) while supporting victims and survivors has passed through the Oireachtas.

The establishment of the DSGBV Agency, which is expected to be operational by January 2024, will deliver on commitments under Zero Tolerance, the Third National Strategy on DSGBV.

The Bill was passed by the Seanad today, having been approved by Government for publication last September and passed through the Dáil earlier in November. The next step is for the Bill to be signed into law by the President.

The working name for the Domestic, Sexual and Gender Based Violence Agency is expected to be called Cuan, (meaning ‘harbour’ or ‘haven’). The name is regarded as user-friendly, memorable and, above all, most suited to the functions and objectives of the new Agency.
The new agency will work collaboratively with the NGO and DSGBV services sector to ensure that the best possible services are in place to meet the needs of victims and survivors.

The Agency will be tasked with:

Coordinating and reporting on the delivery of Government strategies relating to DSGBV (including the current National Strategy).
Supporting and overseeing the delivery of safe and accessible refuge accommodation, and ensuring the delivery of excellent services to victims of DSGBV (including helpline and other supports).
Developing robust standards for funded DSGBV services in collaboration with the sector, and monitoring adherence to these standards by funded service providers.
Leading on awareness-raising campaigns designed to reduce the incidence of DSGBV in Irish society as well as ensuring that all victims know the full range of supports available and how to access them.
Liaising with the Minister for Justice and her Department to ensure that the work of the Agency aligns with overall Government DSGBV policy.
Leading on research to inform DSGBV policy development, working with others, such as the CSO, who have research and data projects underway.

A competition to appoint a CEO for the agency is currently underway, while a process to recruit members to the board of the new Agency went live on Stateboards.ie yesterday (22/11/23) and will be open for three weeks.
The statutory name of the Agency will be An Ghníomhaireacht um Fhoréigean Baile, Gnéasach agus Inscnebhunaithe, Irish Translation “The Domestic, Sexual and Gender-Based Violence Agency”.

Tipperary Missing Person Appeal.

A missing person appeal has been issued for a Co. Tipperary teenager, who was last seen at his home, in the Clonmel area of Co. Tipperary on Monday morning last, November 20th 2023.

The 17 year old Clonmel teenager, named as Dylan Bullman, is described as being approximately 1.727m [5ft-8ins] in height; of slim build, with brown eyes and dark brown hair.

When last observed, Dylan was wearing a black tracksuit, with black and grey trainer/sneakers style footwear.

Note: The teenager is known to frequent the Holycross area of Co. Tipperary and also Cork City.

Death Of Ann O’Dwyer, Formerly Thurles, Co. Tipperary.

It was with great sadness that we learned of the death, today, Wednesday 22nd November 2023, of Mrs Ann O’Dwyer (née Rea), No. 34 Main Street, Cashel, Co. Tipperary and formerly of West Gate, Thurles, Co. Tipperary.

Mrs O’Dwyer sadly passed away unexpectedly at her place of residence.

Her passing is most deeply regretted by her loving husband Seán (Johnny), family Eimear, Sinéad, Seán Óg, Áine and Cormac, sons-in-law Paul (Wilde), Donal T. (Ryan) and Diarmuid (Crosse), daughters-in-law Mairéad and Catherine, grandchildren Paul, Eoin, Cillian, Donal Óg, Carrie Anne, Conor, David, Sarah, Dan, Rory, Dara, Oran, Aibhe, Ornagh, Ronan and Cara, brother Tom, sisters-in-law Catherine (Rea), Jean (O’Dwyer), Helen (Ryan) and husband Dan, nephews, nieces, extended relatives, neighbours and many friends.

Funeral Arrangements.

The earthly remains of Mrs O’Dwyer will repose at Devitt’s Funeral Home, The Green, Cashel, on Friday afternoon next, November 24th, from 5:00pm until 7:30pm same evening.
Her remains will be received into the Church of St. John the Baptist, Friar Street, Cashel, Co. Tipperary, to further repose for Requiem Mass on Saturday, November 25th at 12.00 noon, followed immediately afterwards by interment in the adjoining graveyard.

Death Of Mary Keane, Thurles, Co. Tipperary.

It was with great sadness that we learned of the death, today, Wednesday 22nd November 2023, of Mrs Mary Keane (née Fanning), Ard Mhuire, Thurles, Co. Tipperary.

Predeceased by her husband Michael (Blackie); Mrs Keane passed away peacefully at her home, surrounded by her loving family.

Her passing is most deeply regretted and sadly missed by her son Michael, daughters Catherina, Ann Marie and Teresa, grand-children, great-grand-children, son-in-law Joe (Tobin), brother Michael, sisters Kathleen (Ryan) and Hannah (Power), nephews, nieces, sister-in-law Gráinne, brother-in-law Tony, extended relatives, neighbours and friends.

The earthly remains of Mrs Keane will repose at Hugh Ryan’s Funeral Home, Slievenamon Road, Thurles on tomorrow afternoon, Thursday, November 23rd, from 5:00pm to 7:00pm, before being received into the Cathedral of the Assumption, Cathedral Street, Thurles at 7:45pm same evening.
Requiem Mass for Mrs Keane will be celebrated on Friday morning, November 24th, at 11:00am, followed by interment immediately afterwards in St. Patrick’s Cemetery, Moyne Road, Thurles, Co. Tipperary.
