- From today the EPA’s new LEAP Online portal enables easy access to environmental enforcement information providing full public access to our enforcement activities.
- Through LEAP Online the public will be able to see information on site inspections, monitoring, incidents, non-compliances, complaint summaries and also compliance investigations into issues detected at EPA licensed sites.
- LEAP Online will allow the public to learn about nearby licensed operations and how they are performing in their obligations to protect their local environment.
The Environmental Protection Agency (EPA) has today launched the second phase of a major new Online service, the Licensing and Enforcement Access Portal or LEAP Online, following on from the release of Phase 1 in May of this year. Phase 1 provided access to Site Visit Reports, monitoring reports and responses by licensees to those reports, as well as monitoring returns, requests for information and approval. Today’s release delivers the further enforcement information, including details of incidents, non-compliances, complaint summaries and also compliance investigations into issues detected at licensed sites.
The LEAP Online portal is now complete and provides access to the full set of enforcement information describing the enforcement activities, actions and communications between the EPA and holders of EPA licences and permits. The information can be viewed on desktop, tablet and mobile phone.
Commenting on the launch of LEAP Online, Mr Darragh Page, EPA Programme Manager said: “The EPA want the public to have full access to environmental enforcement activities. The detailed compliance and enforcement information we make available through the LEAP Online portal allows the public to learn about nearby licensed operations and how they are performing in their obligations to protect their local environment. It also enables operators themselves to communicate directly with their neighbours about their environmental performance as they conduct their business, including how they address compliance issues when they occur “.

Tipperary Gardaí are appealing for information in relation to three house burglaries.
The break-ins occurred in the Lorrha – Rathcabbin area of North Tipperary over recent days, just last month.
Nenagh Gardaí have confirmed that a burglary occurred at a house near Grange Lorrha, on October 22nd last. The incident happened, during the day, sometime before 5:00pm. Another house at Lelagh, Rathcabbin was also burglarised, between the 28nd and 29th of October last.
A third burglary took place also in Lorrha possibly on the evening of October 28th, sometime between 6:00pm and 8:00pm, during which we understand a small amount of cash was removed during the incident.
Anyone in the vicinity who may have noticed any unusual movements in these areas are asked to contact Nenagh Gardaí on Tel: 067 31333 or indeed any Garda Station.
A range of new criminal offences, as well as tougher sentences for existing offences, come into effect from today, November 1st 2023.
These offences include measures targeting violent and organised crime, violence against Gardaí and other emergency service workers, together with landmark measures to support victims and punish perpetrators of domestic, sexual and gender-based violence.
These new laws and tougher sentences mark a milestone in efforts to build stronger, safer communities and demonstrate zero Tolerance of domestic, sexual and gender-based violence.
From today, under the Criminal Justice (Miscellaneous Provisions) Act 2023:
- The maximum sentence for assault causing harm, a common offence in domestic abuse cases as well as in other assaults, increases from five years to ten years.
- The scope of the existing harassment offence is widened to include any conduct that seriously interferes with a person’s peace and privacy, or causes alarm, distress or harm.
- A new standalone offence of stalking, with a maximum sentence of up to ten years, is created and now in effect.
- A standalone offence of non-fatal strangulation or non-fatal suffocation with a maximum sentence of up to ten years, and a standalone offence of non-fatal strangulation or non-fatal suffocation causing serious harm with a maximum sentence of up to life imprisonment, often indicators of further, potentially lethal violence against a woman, are created and in effect.
- The maximum sentence for assaulting or threatening to assault a Garda or other on duty emergency workers increases from 7 to 12 years.
- The maximum sentence for conspiracy to murder increases from the current penalty of 10 years to life imprisonment to further toughen the laws around gangland crime.
The Act also introduces a range of provisions that will provide better protection for Gardaí and strengthen the laws designed to tackle serious and organised crime.
These include:
- Increasing the maximum sentence for assaulting or threatening to assault a police officer from 7 to 12 years. The increase in maximum sentence will apply where the assault in question is against an on duty Garda or emergency service worker, such as hospital staff, prison officers, members of the fire brigade, ambulance personnel or members of the Defence Forces.
- Increasing the maximum sentence for conspiracy to murder from the current penalty of 10 years to life imprisonment. The maximum sentence for conspiracy to murder has been set at 10 years since 1861. It is used when two or more people form a plan to murder another person but are stopped before they can carry it out.
It was with great sadness that we learned of the death, today Wednesday 1st November 2023, of Mr Rodge Dwan, Glenbane, Holycross, Thurles, Co. Tipperary and formerly Thurles, Co. Tipperary.
Pre-deceased by his wife Eileen (Troy) and his sister Mai (Maher); Mr Dwan passed away peacefully at his home while in the loving care of his grand-daughters Eileen, Mary, Kate and Michelle.
His passing is most deeply regretted by his sons Ruairi, Michael and John, daughter Mary, daughters-in-law Triona (Maher), Catherine (Bourke) and Noreen (Larkin), son-in-law Willie (Fleming), 16 grandchildren, brother Liam, sister-in-law Nora, nieces, nephews, extended relatives, neighbours and a wide circle of friends.

Funeral Arrangements.
The earthly remains of Mr Dwan will repose at Hugh Ryan’s Funeral Home, Slievenamon Road, Thurles, on Thursday evening, November 2nd, from 6:00pm until 8:00pm. His remains will be received into the former Cistercian Monastery Abbey at Holycross Thurles on Friday morning, November 3rd, at 11:00am to further repose for Requiem Mass at 11:30am, followed by interment, immediately afterwards, in St. Patrick’s Cemetery, Moyne Road, Thurles, Co. Tipperary.

It was with great sadness that we learned of the death, on Sunday 29th October 2023 of Mrs Winnie Forry (née Martin) Killeen, Templederry, Co. Tipperary.
Pre-deceased by her beloved husband Jerry, her parents Mary and Tommy Martin, her siblings, Josie, Tommy and Michael Martin and Paddy, Jim, and Jack Connors, Mary Stapleton and Alice Ryan; Mrs Forry passed away peacefully on Sunday 29th October 2023, in Queen’s Court Care Home, Windsor, aged in her 89th year.
Her passing is most deeply regretted and sadly missed by her nieces, nephews and extended relatives.

Requiem Mass for Mrs Forry, followed by cremation will take place in England. A Memorial Mass and the interment of her ashes, beside her late husband, will take place in Templederry at a date to be later decided.
